In 2011, Işıklar Group invested in Northern Iraq by establishing a factory in Erbil with the aim of producing and selling paper bags primarily to the cement sector, as well as building materials chemicals, lime, minerals and other sectors.

The owner of the company is Işıklar Ambalaj Pazarlama A.Ş., a subsidiary of Işıklar Enerji and Yapı Holding traded on BIST.

Işıklar Group has investments in different areas via different subsidiaries. Çemaş, produces casting parts serving the automotive, white goods, machinery and grinding media for cement industries, Çimtek, undertakes the design and contracting works of cement factories, Niğbaş produces GRC (glass fiber concrete slabs) and construction chemicals, Özışık, Maculus GMBH and Işıklar Real Estate Sofia operate in the field of Housing and Real Estate Development. Işıklar İnşaat Malzemeleri produces various clinker bricks, Sif-JCB, distributes Construction Machinery, BND is focused in the field of hydroelectric energy production, Işıklar Tourism and Fleet Management operates in the field of vehicle rental.

The paper sack plant is located on Makhmoor Street, just 9 km from Erbil City Centre. The factory has been constructed on an area of 30,000m2. The current closed area is 5,000 m2, and it will be expanded further with new investments as the business volume increases. The factory has a machinery portfolio of W&H machines of German origin.


The current production capacity of the factory is 80 million pieces of kraft paper bags, and a 100% capacity increase is planned in the next year.

As the company reaches the planned capacity, it will also create additional employment opportunities for production, sales and administrative work. Initially, Packaging Sack intended to serve the cement industry in Iraq, but as markets and other industries develop in the region the company has the ability to serve the food, seed, chemical and other sectors. Iraq has always been an important export market for Işıklar Ambalaj Pazarlama A.Ş. which is the main shareholder of Packaging Sack and was established in Bartın in 1972 as Türkiye's first paper sack manufacturer.
